Jefferson County Association of School Administrators

1977 to Present

JCASA (Jefferson County Association of School Administrators) was formed in 1977 after the merger of the Louisville City Schools and the Jefferson County School System. The purpose of forming the organization was to insure the rights of administrators from both districts.

The first president of JCASA was Milburn T. Maupin (pictured above) who served from 1977-1978. Mr. Maupin was previously the interim superintendent of the City School System before merger. He best represented the qualities of leadership, professionalism, citizenship and dedication to the children and citizens of this school community.
The first members of JCASA were administrators from counselors to assistant superintendents. After the FRYSC Program was established by state law, the board of directors agreed to expand the membership to include its membership from FRYSC’s thru superintendent.
JCASA strengthens professional leadership, promotes the general welfare of all administrators in JCPS, and increases the public’s awareness of the vital role administrators play in the educational process. The organization has grown to approximately 750 members and also takes care of the administrators’ sick leave bank.
